The process of efficiency criterion definition of urban passenger transport that provides research objective criterion formation has been formalized in the given work. The inexpediency of transport factors application at calculation of labour correspondence matrixes has been proved, and the necessity of matrix formation considering as a casual process of known capacities distribution of transport areas on arrival and departure between its elements has been grounded. For authentic results obtaining, the interval concept of modelling of the population's needs in labour movement has been offered. The concept of transit appeal has been introduced by the route transport that has allowed developing a way of relative appeal calculation on the basis of routes' application probability determined by the imitating experiment of the distribution law of transport waiting time at stops, by means of the integrated equations system and obtaining factors of the appeal function
