Thesis for an academic degree of Doctor of Technical Sciences in the specialty 06.01.02 - Agricultural Meliorations (technical sciences) - Institute of Hydraulic Engineering and Land Reclamation of Ukrainian Academy of Agrarian Sciences, Kyiv, 2009. Scientific backgrounds of water resources as well as water and land reclamation complex of Ukraine governance were elaborated based on sectoral and basin principles using method of indicative planning. The conformity between branch-wise and territorial water use structure was ascertained; it was proved that the methodology of integrated water resources management is based on application of balanced norms (indexes) of water consumption and water disposal. It was clarified that hydro-chemical parameters of surface waters may serve as a prime index of their qualitative state and the essence of integrated water quality management is recognized as the use of empiric correlations that describe the process of chemical elements and their combinations concentration decrease in surface water bodies in proportion to increase of water exchange intensity within river basins or water reservoirs. The expediently of non-centralized rural settlements water supply was grounded, as well as the principles of sustainable development of reclaimed lands improvement on the base of strengthening of state corporative role on integral property complex maintenance. The principles of flood prone territories protection were elaborated on the base of author's method of flood risk assessment. It was proved that under-flooding caused by ground waters was a permanent threat that could be developing only under the unlikely coincidence of several factors. There was proposed the methodology of elaboration of optimal water-economy balances for branches of economy and river basins on the base of which water management and land reclamation complexes have to be governed. There were worked out recommendations, technologies and technical solutions for the rational water resources use and their protection against quantitative and qualitative exhaustion, harmful water actions prevention, cost-efficient use of state budget targeting maintenance of all-state water management and land reclamation complexes. Mechanism of water resources management is based on integrity of water management and land reclamation complex conforming ecological politics of all water users, increasing their responsibility for quantitative and qualitative state of water resources and river basins, assisting the implementation of paid water use and strengthening the corporative role of the state in sustainable water management system development.
