Shekera O. A substantiation of system of medical maintenance of the Armed Forces of Ukraine in conditions influence social-economic and medical-demographic factors.

Research object: the system of the medical providing of the Armed Forces of Ukraine in modern terms. Research purpose: scientific to ground and develop the system of the medical providing of the Armed Forces of Ukraine on the basis of new conceptual going near its functioning and taking into account the prospect of development of military forces. Article of research: structure, tendencies and methodological bases of forming of the system of the medical providing of military forces; health of military men; medical insurance; completing of military forces; attitude of servicemen of different categories toward the state of the medical providing; factors which influence on a health servicemen and state of the medical providing. Research methods: methods were used in the process of researches: hystoric-informational, semantic estimation of scientific documents, prognostication, economic, statistical, comparative, system and process analysis, sociological, also methods of exspert estimations, structurally-logical analysis and mathematical design, taxonomical method. Theoretical and practical results: The theoretical value of work is in determination appropriateness of forming of the system of the medical providing of Armed Forces of Ukraine in new economic terms on foundation program-principal planning, effective management and theoretical ground of strategy of further development. The practical value of received results consists of that introduction of the indicated system will allow high-quality to improve the health of servicemen, realization of measures of prophylactic orientation will allow to reduce on 15 % expenses on the leadthrough of highly technological types of medicare. Realization of separate elements of the system confirmed its efficiency. Research results were foundation for: - establishments of priority directions of reformation of the system of the medical providing of Armed Forces of Ukraine; - design of the system of financing military-medical service in the context of introduction of obligatory medical insurance of servicemen and preparation of draft Decree of President of Ukraine "about financing and medical insurance of servicemen of Armed Forces of Ukraine and other structures of sector of safety of the state"; - development methodical approaches of sociological questioning of servicemen of Armed Forces of Ukraine, liable (reservists) for military service, youths of pre-military age and draftees; - further researches of development of the modern system of the medical providing of Armed Forces of Ukraine in a context new military-medical directions. The scientific novelty of the got results consists of that first on the basis of domestic and foreign experience, real social-economic and demographic terms tendencies and prospects of development of the system of the medical providing of Armed Forces of Ukraine are exposed and conceptual approaches of optimization of structure and function of its basic component are inculcated. Found out general lines and features of development demographic and social-economic situations in Ukraine, which directly and concretely influence on completing of professional army and forming of the system of the medical providing of Armed Forces of Ukraine. Features and tendencies of forming of health of invocatory contingent are set, servicemen of urgent service, by contract and officers of military powers and the system of prophylactic measures is developed on a maintainance and strengthening them health. The age-related criteria of persons which are optimum at completing of Armed Forces of Ukraine by contract are scientifically grounded. Scientifically grounded mechanism of financing of the system of the medical providing of Armed Forces of Ukraine as a result of introduction of medical insurance and principles of creation of the "Electronic medical passport" of serviceman are grounded. The on principle new going is scientifically grounded near functioning of the system of the medical providing of Armed Forces of Ukraine, further development got theoretical bases of integration of military medicine and civil health protection. The system of the medical providing of military powers is developed, which foresees the improvement of the process providing to medicare at the level of functioning specific and territorial clinical centers, that will provide having a special purpose direction and certain sequence of transformations (a central organ of management - a military medical clinical center - a territorial system of the medical providing). It is proved, that an improvement medical-diagnostic work of military medical clinical centers of Armed Forces of Ukraine, coming from a necessity, must be carried out taking into account their possibilities on the basis of close collaboration, in providing to medicare, with particularized establishments of Ministry of Health of Ukraine, that distinguishes this system from present and determines its advantages. The degree of introduction consists of that is grounded improved system of the medical providing of Armed Forces of Ukraine which is aimed at adjusting of legal, financial and social questions between subjects and adapted to the terms of udget-insurance medicine, that will provide the most high-quality providing to medicare servicemen and completing of Armed Forces of Ukraine a healthy contingent.
