Essay

Object is the process of formation and implementation of the customs doctrine in the global space. Aim is the theoretical and methodological basis of the global space customs doctrine formation and working out of the national customs doctrines priorities on its base taken into account the patterns of their existence in it and making practical recommendations for implementations of Ukraine's customs doctrine. Methods are logically semantic, econometric, abstract logical, structurally functional analysis. The novelty is in working out of theoretical and methodological guidelines of the global space customs doctrine formation, in defining of the main tendencies and patterns. It includes the ones that of the first time the essence of the customs doctrine has been defined and its multilevel structure has been proposed; of the first time the structurally logical scheme of the customs doctrine segments influence on macroeconomic indicators has been worked out; customs policy interpretation and methodological approach to risk management in the customs science have been improved; the depiction of modern tendencies of the customs doctrine implementation on the national level has received further development. Usage is the application in the practical activity of Ukraine's parliamentary Committee on Taxation and Customs Policy and the State Customs Service of Ukraine.
