Complex investigation of evolution, the tendencies of development and perspectives of US global policy in the context of international transformation processes are presented in the giver thesis. The new quality of author's view on the investigation of the scientific problem corresponds to modern achivements of world political science. The theoretical aspect of global political effect is analyzed from the positions of scientific complexivity of international relations to the analytical conceptualization of global governing problems. The effectiveness of praxeologic approach to studies of humane being in political area in the context of international interactions is demonstrated.
