Essay

Object of research - government processes by continuous education. A research objective - a substantiation of theoretical and methodological principles of functioning and development of the mechanism of the government by continuous education in Ukraine and its regions according to requirements of a postindustrial society. Research methods - experiment, psychodiagnostic, statistical, analysis and synthesis, comparison, generalization, rather historical, logic and structural analysis, the system and structural analysis, a concrete definition, system modeling, the system approach. Practical value of results of research consists that the cores theoretical, practical results and methodical approaches which are shined in the dissertation, concerning development of the mechanism of the government by continuous education have found introduction in Ukraine and its regions at all levels of management. Scientific novelty of the received results consists that for the first time the requirement of the government for education of continuous education threefold is defined by system that is reached by features of construction of process of interaction with it which in difference from double, the knowledge-oriented "education on all life" finds the display in educational the subject-subject to a paradigm focused on mental, personal new growths; conceptual principles on perfection of the government by education as education throughout life which needs subsystems in formal education in sensitive for this purpose the age periods formation of components of ability to study during life as psychological and personal new growths are offered; necessity of the organization of introduction of specially developed system of employment for system of the formal education, the psychological making remedial competence directed on formation, for more effective development in those who studies, mental abilities as in a component of the intellectual not substantiated capital of a society, is proved. Classification of kinds of regional educational space with allocation traditional, subject, transitive, innovative which considers the basic determinants of influence of the government formation on its functioning and development; the methodical approach to an estimation of a current state of preparation of educated-professional potential in system of the higher regional education and definition of presence of communication with a total regional product as an economic indicator of region; structure of not substantiated capital according to requirements of a postindustrial society allocation of an innovative component and forming ability to study during life are improved.
