3. Thesis deals with scientific basis of public administration of general secondary education (GSE) development in the context of social change and globalization processes, the evolution of public administration theory and practice. First public administration of GSE development in Ukraine is analysed as a system-dynamic phenomena within main approaches of systems thinking, in particular methodology of dynamic system (J.W.Forrester) and "soft systems" (P.Checkland). The essential qualities of main characteristics, criteria and principles of GSE development as socioeconomic organization are defined. A new approach to understanding mechanisms of public administration of education as organizational and regulated interaction (strategy game) between the centre and assets managed is formulated. In accordance with the specified structure of GSE development the mechanisms of public administration to guarantee the development of education - teaching staff, content, learning environment, assessment, targeting (education policy) and management / financing of GSE - are specified, their main points and functions are outlined. GSE is defined as public services. The concept of service organisation of public administration of GSE is offered, the model of public administration system of national GSE system development is worked out and explained, its methodology, content, technology and prognostic components, as well as strategic scheme of practical implementation - transformation of Ukrainian public administration of GSE into clients/customer relationship management. An indicative model of assessment of GSE system development, based on "knowledge oriented effectiveness ratio" is propounded.
