Dissertation is devoted to optimization of acceptance of administrative decisions at regional level on diminishing of chronic neurological morbidity of children and prevention of forming for disability them, to the improvement of medico-social rehabilitation. The new approach near the succession of restoration and prophylactic measures, increase of efficiency of management the regional health protection system. The conceptual scientifically grounded approach to modern medical management in acceptance of administrative decisions, their high medical, economic and social efficiency was proven.
