Essay

The dissertation is devoted to substantiation of necessity of optimisation of control system of measures on rendering of the medico-social help to the population in different phases of development of widescale radiating failure on the atomic power station. Original sources were studied (regulatory legal acts, methodical implementation, scientific publications) about provision of the medical and social help for the victims at widescale radiation accident. The experience of medical institutions (medical service departments, district -, city -, regional hospitals) on rendering of medical aid to Chernobyl atomic power station. (CAPS) workers and to the population in the course of accident liquidation on CAPS was generalised. Features of change of a psychosocial state of victims in the remote stage of accident on CAPS were studied, and their influence on a state of health of the suffered contingents is defined. It was developed the strategy for Control of medical forces and means of liquidation of widescale radiation accident on the atomic power station of Ukraine. Basic principles of the emergency planning of population protection while radiation accident were scientifically substantiated. Criteria of an assessment of the emergency planning of protection of the population on a case of radiating accident on the atomic power station of Ukraine, depending on its degree and presence of forces and material resources, were developed. There were substantiated paths of optimisation of system of provision of medico-social help to the population living at the radioactive contaminated terrains, as well were developed offers on improvement of reacting on widescale radiation accidents within the limits of Uniform State System of Avoidance and Reaction on Emergency Situations of Connatural and Technogenic Origin.
