Bilozubenko V. The Innovation System of the EU: Methodology and Trends of Development

The object is the processes of formation and development of international innovation systems. The aim is theoretical and methodological scientific foundation of basis for EU innovation system formation, determination of trends of its development, elaboration of conceptual bases of deepening scientific and technical cooperation between Ukraine and the EU. The methods are induction and deduction, system analysis and synthesis, comparison, logical analysis, statistical, economic and mathematical, historical, comparative analysis, structural analysis. The novelty: firstly proved expediency and necessity of the theory of innovation paradigm of innovative systems of macrolevel allocation into independent direction; methodological bases of research of processes of formation and development of international innovative systems are proved; it is proved that the institutional architecture of the EU innovative system consists of a legal, administrative basis, structural and functional components, covers innovative systems of the lowest levels of hierarchy; tendencies of development of the EU innovative system are revealed: integrity and firmness strengthening through deepening of integration of innovative systems of countries-member, harmonization of international institutes structure, formation of new functional components and other. It was implemented at the state, regional and enterprise levels, into the educational process. Use sphere: central and regional government bodies, social organizations and enterprises.
