Subject of inquiry: the ecological, economic and social processes of rational use and protection of land in urban agglomerations under the current market conditions. Purpose - theoretical and methodological rationale and development of conceptual approaches to economic and institutional foundations of land use urban agglomerations in the current market conditions for solving practical problems of improving the territorial organization of the economy. Methods - dialectical, system, program-based approaches, synergistic, qualitative analysis, scientific abstractions, logic synthesis, synthesis, analysis, comparison, Economics and Statistics, Economic-mathematical and spatial modeling, target-oriented. Scientific novelty. At the first time scientifically grounded principles of economic and institutional land use of urban agglomerations in the current market conditions, based on a new paradigm of development and consisting in land use restructuring towards the formation of a land stock market, increasing capitalization and investment attractiveness of land, developing of public-private partnerships during creating of appropriate institutional and legal framework; scientific interpretation of the definition of agglomeration system was grounded; a conceptual model of agglomeration system grounding on infrastructure-management and cognitive knowledge developed; a model of spatial agglomeration system developed. Improved: conceptual framework of the transformation processes that occur in the use of land resources, urban agglomerations and land relations, conceptual approaches to urban agglomerations creating as a strategic tool of territory development, organizing mechanism model for rationalizing management and regulation of land use urban area by creating of the Coordinating Council. Developed further:: ways for increasing an investment attractiveness of land resources; land capitalization model of agglomeration system, meaning of agglomeration effect, agglomerations' land use regulation principles. Practical importance: scientific positions make possible reduction of negative impacts, caused by disparities and contradictions that arise today in urban areas; promoting of positive effects and intensification of land use. the study results are used and implemented by State Land Agency offices in Odessa region, particularly in the departments at Ovidiopol and Belyaev region, the Lviv region board of State Land Agency. Scope of use: land management, environmental economics.
