We construct a holistic concept of essence of the European Neighbourhood Policy, which follows from its nature and steadfast security policy extension, its main system constraints. Transformation of the eastern direction ENP format EaP traced impact position and interests of member states and geopolitical realities in Eastern Europe to form its institutional arrangements. Substantiated allegations of functional incompleteness of the Eastern Partnership as a model of gradual and partial integration with the EU.
