Dobko T. Information and Reference Services of Scientific Libraries of the National Academy of Sciences of Ukraine: Transformation of Content, Forms and Methods Under the Influence of Changes in the Information and Communication Environment (the 20th Century and the First Decade of the 21st Century).

This thesis for the degree of Doctor of Sciences for Social Communications concerns history and development of the information and reference services at V. I. Vernadsky National Library of Ukraine, Lviv V. Stefanyk National Scientific Library of Ukraine and other scientific libraries of Ukraine; covering methods, types, forms and various aspects of the information and reference services the author considers them as an integral part of the research and information work of the library communications system; the importance of using traditional methods as well as introducing innovations into library work in the period of transition from information society to knowledge society are emphasized. The author focuses on traditional and modern conceptual principles in this sphere of library science, proposes conceptual approaches to the organization of scientific libraries information and reference services with regard to changes in the information environment, IT communications, users' demands and social priorities. Foreign experience in organizing information and reference services within electronic environment, ways of further upgrading information and reference services under continuously growing scope of information resources were analyzed. The results of dissertational investigation are: summarizing of performed the scientific approaches concerning the investigated topic, configurating understanding the specific features of transformation of content form and methods within reference and bibliographic activities of libraries of NAS of Ukraine under the influence of changes in information and communication environment and technological innovations, definition for information and references, as a branch of bibliography science and information and communication part of information society; research of methodological, technological and organization approaches of reference services, ustification of priorities for development of navigation function, clearance and qualification of professional terminology, proposition of a new classification of bibliographic references, reasoning of optimal organization for reference and bibliographic services and perspectives for their development under globalization.
