The model of the educational system with the rehabilitation component is theoretically substantiated and experimentally proved. The theoretical and methodological foundations of systematic approach to rehabilitation are revealed; the specificity of implementation of complex rehabilitation is analyzed; innovative educational and rehabilitation technologies in the activity of the medical and psycho-pedagogical staff of specialized educational institution, model of competent graduate, meta-model "Educational and rehabilitation activities of the specialized institution as a public social and educational system: from design to innovative practice", meta-model "Modeling the structure and development directions of pedagogues' professional competence", local models of competent pedagogue's for special educational institutions are substantiated. It is proved that methodological principles of comprehensive approach to rehabilitation are the philosophical laws of interconnection, interdependence and integrity of the phenomena of the world, activity and creative nature of a person, understanding the personality as the object and subject of social relations. The model of system management of educational and rehabilitation activities of the special institutions is developed and implemented. The author of the dissertation proves the necessity of carrying out the work on the development of professional competence of teachers, that is implemented at three levels: teaching staff, teaching unions and individual work with teachers in the mode of consultation.
