The thesis is devoted to the structural and functional organization of medical information system of residual period of post-stroke patients' rehabilitation. There was developed the information model of rehabilitation and restorative treatment processes of post-stroke patients which, unlike existing models, introduces five levels of this process. MIS rehabilitation and restorative treatment was created, the novelty of which is a two-step control of medical appointments. The first stage of MIS is an automated control system of appointments and procedures for compliance with the diagnosis, and the other - provides correction of the prescription, by analyzing the compatibility of computer and medical diagnoses. A further development of the classification of external and internal risks was developed. These risks affect the quality of rehabilitation and restorative treatment of post-stroke patients in terms of their agreement with the individual risks presented by a set of professional and social, heritable and physiological risks typical for post-stroke patients. The structure of a typical information system for rehabilitation facilities was substantiated. It greatly improves the quality of treatment and rehabilitation process. It is shown that the use of MIS in the residual period for post-stroke patients reduces complaints from patients in 7-18%, increases rehabilitation complexes carrying capacity in 14-36%, reduces the number of errors in the early diagnosis of complications in 9,7 ± 2,7% . The structure of an automated neurologist's workstation was set. It implements the management of rehabilitation and restorative treatment of post-stroke patients. The Topical Advanced Training Technology for doctors- rehabilitators and telemedicine counseling post-stroke patients according to the technology "Training at the job place" was developed. Continuous receiving of additional information on line, taking into account the anamnesis' risk factors enabled to achieve significantly better results in a right selection of a rehabilitation period tactic - 91,7 and 44,5% (p <0,05).
