Object of research - the process of government social development. The purpose of research - study of theoretical and methodological foundations of building an innovative model of social development of the country, the development of scientific and practical recommendations on appropriate mechanisms for the transformation of government social development aimed at the implementation of the fundamental principle of management - systematic public exposure. Methods of research - historical, comparative, systemic, typological analysis, system-structural analysis. Practical significance of the results is the ability to use complex materials research for writing summarizing scientific works, textbooks and manuals on public administration, preparation of lectures on a wide range of government social development. Scientific novelty of the study is that for the first time the feasibility of establishing the concept of governance as social development of the theoretical basis of the system of state influence on the processes of the welfare state's population, the practical realization of which requires the institutionalization of innovative component of social development, investment attractiveness branches of social development through the introduction of social assessment effect of public investment projects and reform of staffing in this area proved; directions transformation of the political, legal, organizational, economic, motivational governance mechanisms of social development, justified; innovative model of social development of the state, which was based on the principle of forming a conceptual own value system (family values, the values of the state, human value), developed.
