Dissertation is devoted to theoretical and methodological basis of the concept of prevention and reduction of primary disability among Ukrainian working population and development, implementation of optimized multi-functional and organizational models to improve complex health and social care, as the current system does not provide a sufficient level of rational use of activities and resources. The basic flaws and factors that adversely affect the organization of expertise and assistance are analyzed; the measures of medical, emotional, psychological and social impact aredeveloped and implemented.
