Object of research - the state policy in the field of childhood care in Ukraine (SPCC). The purpose of research - development of theoretical and methodological bases and practical recommendations for the creation and implementation of SPCC in Ukraine in modern conditions. Methods of research - historical and logical, theoretical, comprehensive, functional and structural decomposition analysis, content analysis, statistical, structural and logical modeling. Practical significance of the results is that they provide public authorities and local governments, public institutions, which act in the interests of children scientifically sound theoretical principles and practical recommendations to improve the mechanisms of formation and realization of SPCC in Ukraine. Scientific novelty of the research lies in the fact that the concept was first developed and conceptual model of SPCC in Ukraine, which is based on state management childhoodcentred approach to understanding the phenomenon of childhood, the system of theoretical and applied the provisions of normative - legal basis, data analysis of children and provides for the implementation of public and management impacts on the child through two systems : "child - society" and "the child - family," centred on the child as an object of SPCC in Ukraine is built; theoretical and methodological foundations of government in the field of childhood care (GCC) in Ukraine as a separate direction of government, which has specific features and interaction via the mechanisms of formation and implementation of in the field of childhood care in modern Ukraine (legal, organizational, financial, informational, social ), grounded; competence childhoodcentred approach to staffing the protection of children by public accounting and management activities of the main components of formation of professional competence of civil servants in the field of child protection: professionally-activity (training, development and occupational mobility); professional and personal (personal qualities, professional culture, professional ethics); socio-psychological (professional adaptation, professional communication, professional risks ) is offered. Justification of legal, organizational, financial, informational, social mechanisms of formation and implementation of SPCC in Ukraine; conceptual and categorical apparatus of government through the formulation and introduction to the scientific revolution of definitions: "a state policy in the field of childhood", "mechanisms of formation and implementation of public policies in the field of child protection", "administration of occupational childhood", "efficiency of government protection childhood"; theoretical and applied approaches to the formation and implementation of SPCC in Ukraine in the "child - society"; scientific and methodological approaches to the formation and implementation of SPCC in Ukraine in the "child - the family"; determining the socio-political, organizational and management, innovation and technology, human resources, financial and economic efficiency GCC factors influencing the formation and implementation of state policy in the field of child protection in Ukraine improved.
