Object of research - the process of government in Ukraine. The purpose of research - study theoretical and methodological principles of formation and development of methodological and practical recommendations to improve the effectiveness of state regulation of the social welfare system and state support measures for the most vulnerable segments of the population. Research methods - dialectical, abstract logic, analysis and synthesis, monographic studies of individual socio-economic situations, statistical and economics and statistics, economics and mathematics. Practical significance of the results is that the theoretical propositions, conclusions and recommendations can be used to develop social protection programs and employment both at the state level and at the level of local councils, applied in the development of information policy and public management decisions social protection of the population of Ukraine, as well as practical recommendations for public authorities and local governments. Scientific novelty of the study is that for the first time the concept of state regulation of the social welfare system, which combines theoretical and methodological, methodical and practical managerial and administrative levels offered, which allows to provide reliable and timely state influence (direct and indirect) for all industries social services to address social protection of vulnerable populations through legal, institutional, administrative, economic, socio-cultural resources; release of the active (socio-vocational rehabilitation of persons who have the potential to self-help and self-employment) and passive (protection of persons who do not have the potential to self-help) blocks in the implementation of the concept of reasonable state regulation of the social welfare system with the definition of the relevant material, labour and financial resources according to categories of social protection. Conceptual apparatus of science governance, in particular the author presented a definition of "social protection" as a multi-level, flexible system of legislated economic, legal and social guarantees, built on the regulations; system having a purpose: for the working population - creating the conditions for effective work with the actual functioning principle of earning; disabled-maintaining their well-being at that level and the gradual increase; criteria for evaluating the effectiveness of state regulation of the social welfare system, according to which : 1) the effectiveness of social policy is evaluated in terms of welfare of the population; 2 ) the activities of social services at all levels evaluated in terms of availability, coverage of the population, focus on the individual needs of the citizens, the adequacy of resources to carry out professionally - qualifying functions; 3) The effectiveness of social protection assessed in the light of local conditions; system of state regulation of social assistance through its systematization, providing compensatory stimulating, rehabilitative functions reorientation of all payments to the minimum subsistence level, streamlining social benefits and payments, transfer of professional benefits and payments to insurance principles; mechanisms of state regulation and information system of social protection of the elderly as a set of interrelated activities carried out by local governments, institutions of social protection and social assistance services, which includes: the introduction of additional social compensators for low-income elderly, extending working life and social and labour (vocational) rehabilitation, legal protection of their employment, job creation, social employment, organization of episodic employment, etc.; mechanisms of state regulation of the system of social protection of the unemployed by improving the legislation on labour and employment; improving the efficiency of organizational activities on the implementation of social protection, in particular the transformation of the Employment Fund in the unemployment insurance fund, involving in their management and control of its activities of representatives of employers and workers, the creation of enterprise funds for social protection against unemployment; targeted approach to solving problems of social protection of specific groups of unemployed, based on an assessment of their level of social protection - improved.
