The research defines the theoretical base of content and structure of the educational field "Technology" in the elementary school, which are in accordance with the stages of culture and its activity-based content, systematic, sinergistical theory and structures that are based on the fractal construction. At the heart of shaping the content and structure of the educational sector "Technology" in the elementary school the knowledge-method approach is proposed that is shaping the content on the micro, mini and macro levels. Stages of culture, activities, systematic and sinergistical theory in his theoretical and methodological basis are dedicated. The pedagogical system of educational field "Technology" and items, which are included in this industry that is represented by: structured content based on systematic and sinergistical theory with fractal approach (constructs, dichotomy, patterns) and cognitive capabilities of pupils, purposeful formation of technical and technological culture; psychological and physiological component of the formation of an individual pupil and his activities component in the educational activities in the field of "Technology" in the elementary school, emotional regulation creative and cognitive activities, are proved. The specification criteria of the structured educational material subjects of the educational field "Technology" at formation of technical and technological culture, which are based on a logic of development of techniques, technologies and industries, are obtained.
