Essay

The thesis presents a comprehensive analysis of theoretical and methodological bases of socio-cultural paradigm in the system of public administration in the context of deep system reformation of Ukraine. There are exposed main directions of state governance transformations under the influence of the institutional and psychosocial properties. The nature, components and development trend of the culture of public administration are examined from the perspective of understanding of psychological and sociocultural as a new social realities and public administration. The model of the social topology of statehood have been developed. The basic principles and structure of the social topology of statehood have been identified in a context of the social space, social and historical dynamics, cultural and political binarity, cultural code as well as factors in the formation of statehood in the context of the "universal epochal cycle". The socio-cultural framework of institutional theory have been systematized. On this basis summarized experience of the functioning of political public sphere: the political responsibility, public control, authorities' transparency act as criteria for implementation of developing political dialogue and reinforcing cooperation based on the public-social partnership.
