Essay

Object – is the processes of generation, manifestation and regulation of financial imbalances in the world economy. Purpose – is the deepening of the theoretical and methodological concepts of global financial imbalances systematic determinants discovery as the form of space and time asymmetries manifestation, the reasoning of the concept of geo-financial space reconfiguration and the strategy of Ukrainian economy adaptation to the conditions of non-equilibrium global development. . Methods – we have used a method of convergence from abstract to specific, induction and deduction, analysis and synthesis, generalization and analogy, hypothetic-deductive and comparative; cluster, structural and factor analysis; formalization and futurology. Results – a new conceptual solution of the urgent scientific problem “The Formation of the Concept of Geo-financial Space Reconfiguration in the Context of Global Development Asymmetries and Imbalances” has been introduced. Novelty – it has been reasons that the financial imbalances are the objective reality of the world economy; the concept of their systematic determinants discovery has been suggested. The space and time asymmetries as a fundamental determinant of non-equilibrium global development have been identified. The categorical apparatus has been enlarged with the notions such as: dissipative equilibrium, imbalance of the geo-financial space, gravitational centres, simulacra economy. The usage of the concept of “Selye’s adaptation syndrome” has been introduced. Methodological concepts of imbalance research as an imperative of the global development; the empiric examination instruments of global development asymmetry hypothesis; the concept of the institutional restructuring of the geo-financial space have been improved. The structuring of systematic determinants of global payment imbalances and their consequences; methodological research principles of global fiscal cliffs and their effects; theoretical concepts of world debt economy formation were further developed. Implemented in the activity of the National Institute for Strategic Studies, The Committee of Verkhovna Rada of Ukraine on European integration; National Bank of Ukraine; Diplomatic Academy, Ministry of Foreign Affairs of Ukraine; financial company "OikoCredit Ukraine"; as well as in teaching and learning activities of Ternopil National Economic University. Scope of application – the activity of the Ministry of Finance of Ukraine, the Ministry of Economic Development and Trade of Ukraine, the National Security and Defense Council of Ukraine, the Verkhovna Rada Committee of Ukraine.
