Essay

The research object is the process of the development of educational system of a society under the conditions of globalization and the knowledge economy formation. The subject matter of the research is theoretical and methodological foundations of study and transformation of education-related institutions providing a basis for the development of society's educational system. The goal of the dissertation is to substantiate theoretical and methodological foundations and practical tasks concerning the improvement and development of education-related institutions in Ukraine in the context of ensuring social and economic development of the country and enhancing its international competitiveness under the conditions of globalization through the development of human capital. The research methods include general and specific research methods, such as statistical sampling method, standardized (structured) and in-depth interviews, multivariate tabulation, conjoint analysis, market segmentation, correlation analysis, content-analysis. Scientific novelty of the results: the main stages in the research of education in economic science are systemized and analyzed; the main methodological approaches to the interpretation of the concept of "human capital" are defined and compared; methodological and methodical foundations of economic analysis of education within the framework of new institutional economics are developed; the role of institutions in the functioning and development of educational system is revealed and the specificity of economic institutions of education is defined; mechanisms and outcomes of the impact of institutions on economic interests of subjects of education are determined; the meaning of effectiveness and quality of institutions as the main characteristics of the effect of institutions on social relations in education, is defined; a contradictory role of credentials and innovations in the development of an educational system and its coordination with the labor market is revealed; institutional foundations for improving the national strategy of education development under globalization are substantiated; the essence and directions of elimination of institutional traps hampering the development of the national educational system of Ukraine are determined; propositions regarding the creation and implementation of the national economic monitoring of education and the Educational Code of Ukraine are substantiated. Practical value: the results of the research are practically applied in the activities of the Ministry of Education and Science of Ukraine, All-Ukrainian public organization "Ukrainian Association of Specialists in Information Technologies" (UASIT), the Central Department of Education and Science at Kharkov Regional State Administration, the North Eastern Scientific Center of NAS of Ukraine and MES of Ukraine, the Central Department of Statistics in Kharkov Region, The Ukrainian-American joint venture KODA, SG Production Ltd., and are used in the educational process at Kharkov University of Humanities "People's Ukrainian Academy". The areas of application: scientific research, teaching activities, practical activities of the government bodies responsible for economic regulation.
