Voskoboinikova-Huzieva O. Library Information Field of Ukraine in the Context of Social Transformations of the End of the 20th Century and the First Decade of the 21st Century: the Concepts of Strategic Development, Dynamics and Perspective

The dissertation presents the results of researching transformation processes of library information field (LIF) in Ukraine during the 1990-2010's. The main trends of mutual influence of the social development and library information field are analized with social and communicative, systematic and modernization approaches. It highlights advances in the field of scientific support for library and information activities during the specified period, genesis of the professional ways of developing national library system, experience of using techniques of strategic management in the leading libraries of the world. Priorities for the further development of LIF are determined as: increasing the role of libraries in the development of civil society, library development in the context of global technological and cultural transformations, complex modernization of LIF, facilitating the process of access to information for the consumers, raising the status of the profession and encouraging its development, the consolidation of libraries of different departments and their leaders. State policy of the library activities in Ukraine and future national strategy must be planned and implemented in accordance with European and international standards urge to ensure the ability of national LIF competitiveness and its ability to efficiently meet the challenges of our time. This strategy, thus, must be based on scientific analysis of social and economic, geopolitical, educational, cultural and informational environment in the country and abroad with clear correlation of the goals and means, aims of the field development and available resources with objective calculations and forecasts, with implementation of various conceptual models of situational development. In the dissertation modernization model of library and information field development is introduced. Interaction of the different social models of development with the national strategy for social developments as well as the need for integrated approach in the implementation of technological, institutional and social modernization based on ideological, investment and innovative principle are proved. It determines the mechanisms of implementing the model: activities of professional library associations of Ukraine, establishment and activity of the Council for Interdepartment Coordination on LIF development in Ukraine, using various means of social partnership, introducing the idea of modernization in the process of education at all levels of professional education and training. Recommendations on the use of modernization models for developing long-term strategy of library and information field in Ukraine are introduced.
