Korop O. Medical and social support systems outside of the hospital surgical care in a health care reform.

The thesis is devoted to the organization of outside of the hospital surgical care in a health care reform on the basis of general practice - family medicine. The basic changes in the organization and schemes providing specialized outpatient surgical and primary health care to the population and areas of improvement of quality in health care reform on the basis of general practice - family medicine. Presented in the paper results of a study of medical, social, and economic efficiency of medical care of surgical patients in outpatient clinics and integrated assessment of their performance reflected the current state of the organization of primary health care and specialized care for patients with surgical disease and showed that the current system for medical, social and economic criteria are not sufficiently effective. Based on a comprehensive socio-hygienic study established the feasibility of reforming the current system of specialized care, and therefore scientifically substantiated and developed an improved system of outside of the hospital surgical care in the health care reform on the basis of general practice - family medicine population of region (administrative region) based on structural and functional improvement of the current system, aimed at improving the organization of care and contains elements of health care. The implementation of the developed system of outpatient surgical care will improve the accessibility, quality and effectiveness of all its components: prevention and diagnosis of surgical diseases, treatment and clinical examination.
