Essay

The paradigm of supranational budgetary process is singled out and outlined in the thesis. The paradigm emerges in the system of financial economics as a result of the transition of budgetary relations from the (sub)state to inter- and supranational levels. Accordingly, we propose updated definitions of a number of fiscal categories (budget, budgetary system, budgetary process), provide the selection of existing fiscal theoretical developments with respect to their suitability for modelling supranational budgetary process, develop author's models and methods. We discuss patterns of development of the EU budgetary system, identify principles, subjects, legal framework and procedural features of the implementation of the budgetary process in the EU. We also analyse structure of the revenue and expenditure sides of the EU budget, uncover some sectoral, horizontal, territorial and functional peculiarities of the EU fiscal redistribution system and suggest the ways of optimization of the basic parameters of the EU budgetary system. Additionally, consequences of likely scenarios of relations between Ukraine and European Union for the public finance sector of Ukraine are revealed.
