Object - ophthalmic public health system to provide eye care to the population of Ukraine; purpose - improvement of ophthalmic care system in the region in the conditions of development of health facilities of different ownership forms. Results: Current trends in the incidence and prevalence of eye diseases among the population of the mountain region of Ukraine and their particularities in different population groups were identified. Leading risk factors and their influence on the development of eye diseases in the population had been determined. Inadequacy of resources supply to regional service, the high demand of region in the development of modern technologies and need to search of possibilities of its satisfaction had been determined. There were identified deficiencies in the implementation of medical prevention in primary care facilities, gaps in knowledge, lack of skills, inadequate skills for preventive work. Significant problems in availability of medical services for the population of Ukraine and its quality were determined, which indicates the need in involving the health institutions of various forms of ownership to provide population with medical care on principles of public-private partnership. Functional-structural model of the system of medical care for ophthalmic patients at the regional level, which provides a systemic and comprehensive solution of the problem to ensure availability and quality of ophthalmic care the population of the region in conditions of development of health facilities of different ownership forms was substantiated and elaborated. The introduction of results of research carried out at national, sectoral and regional levels; industry - medicine.
