Essay

The object of study: organizational culture of public administration. Objective: To develop and study theoretical and methodological principles of formation and development of organizational culture of public administration and to identify methodological approaches to their implementation in practice of public administration Ukraine in modern conditions. Methods: The analysis and synthesis, categorical and etymological analysis, formal logic analysis, descriptive and inductive and empirical methods, cultural and historical (retrospective) analysis, structural-functional method and approach informatsionalnyy and others. Results are in development and substantiation of theoretical and methodological principles of formation and development of organizational culture of public administration based on new conceptual approaches to public management organizational culture and processes of its formation and development in the modern world. Novelty: Conceptual approach to organizational culture of public administration as a subsystem of public administration; improved provisions concerning basic principles of public administration as a social management system, systematization got further development of interdisciplinary research methods of organizational culture in management processes and others. Introduced in activity: the Center for Adaptation of Civil Service to EU standards National Agency of Ukraine on Civil Service, the Office of Security Service of Ukraine in Kharkiv region, the Department of Education and Science of Kharkiv Regional State Administration and others. USES: state administration, local government, training and retraining of civil servants, local government officials.
