Essay

The thesis conducted systematic research to address scientific issues related to improving the efficiency of land governance system based on an integrated approach in the context of sustainable development. The theoretical essence of the concept of integrated land governance system approach to ensure effective and ecologically-oriented social and economic development of the rural area. Formed theoretical and methodological principles of integrated land governance approach, using the concept of «governance» specifying targets its constituents. The proposals concerning methodological process of formation of integrated land governance, taking into account national circumstances. Formed algorithm to determine the integral index of governance efficiency of land use. The estimation of transaction costs for the registration of land rights as a criterion for evaluating the efficacy of land governance. Methodological approaches to formation of model of nature ecological and economic management as part of integrated land governance. To prove institutional components of ecological and economic systems of land administration in terms of new land relations. Developed infrastructure of land administration system within the information and knowledge management model. It requires a national infrastructure of geospatial data to ensure its ability to generate geospatial knowledge about land, and serve as a basis for creating integrated geo-information space to provide geospatial services. The structural-functional model of mutual dependence of sustainable spatial development and integrated land governance is developed. The system of integrated land use planning in rural areas, providing coordinated territorial capital distribution by sector and sustainable use of specific territorial capital. It is grounded methodological approaches to the formation of multifunctional land use as a prerequisite for achieving sustainable territorial development.
