Essay

The thesis comprehensively researches conceptual basis of the international order consolidation under conditions of global political transformations. The concepts of consolidation of civil society, national unity, consolidation of democracy, consolidation of the international order are analysed. Particular attention is focused on the problem of international order consolidation, which the author divides into the problems of consolidation of international order against the spread of weapons and materials of mass destruction and terrorism, and into the problems of consolidation of the participants of the international system for sustainable human development. It is shown that global problems are a set of problems of humanity, the solution of which depends on the social progress and unity of the nations. One of the concepts that were developed within consolidation theory is the consolidation of democracy. It refers to a set of processes changes in international institutions aimed at improving world governance. The intensification of globalization was the determining factor in the transformation of scientific positions of the representatives of the radical paradigm, which belonged to Marxism. This led to the emergence of the theoretical and conceptual bases of neomarxism, which took into account the presence of new trend in the world system - globalization. The benefits of globalization received highly developed Western countries, which are identified with the "Centre" of the World-System. An important role in the context of globalization of the world-system gain socio-cultural, political, socio-economic, demographic problems, problems of migration and world population growth, political and civilizational conflicts, environmental problems, climate changes, depletion of natural resources and energy crisis. The above mentioned problems are for decades no longer the only economic, political or environmental ones. Thus, modern society has to deal with the global systemic crisis, which covers all aspects of development. It is proved that the world order is increasingly determined by the relationship between "Centre" and "Periphery" that causes problems in the global human development. Scientists have come to the conclusion that in today's world order, the main danger comes from the "Periphery" that failed to fit into the processes of globalization. In its turn the failure of development is weakening the legitimacy of governments, economic regression, religious and ethnic conflicts. The new "concert of nations" should be created as dominant in the global community of the most powerful states to counteract the rise of chaos by joined efforts with the help of reorganized international organizations. The thesis investigates the problem of international order consolidation in solving the problems of poor countries after the collapse of the bipolar international system. Major challenges to international security are analysed. In this context, it is proved that countries with high levels of instability (failed states) are the main obstacle in the way of the United States to the triumph of neo-liberal model of democracy. The problems and prospects of a new international order formation in terms of the transformation of the international system are viewed. The conceptual approaches to the scientific interpretation of the essence of global political changes affecting the international order are studied. It is shown that the new international order is able to become the core of the world order. In this context the difference between the world and the international order is analysed. It is proved that sustainable development of the contemporary international system depends on the consolidation of the international community and the constructive cooperation between the international relations participants. Thus it is necessary to begin the process of developing a new model of a world governing that would take into consideration the conditions of the global world of the XXI century. The necessity of comprehensive study of the components of the global crisis of world governance and search for mechanisms to overcome it by consolidating participants of the international system are proved. It is shown that the global economic crisis is a part of a global systemic crisis, which is the cause and consequence of the global systemic crisis. A complex crisis in various fields and at various levels, from local to global proves incapacity, due to lack of appropriate mechanisms, of the international community to overcome the global system crisis that includes world governing crisis. Thus, the current crisis on the global level always calls for search the means and factors that would provide stabilization of the social, economic and political relations, consolidation of social powers and all members of the international system. The current global system crisis is not accidental one and it is a natural phenomenon associated with long-term trends of world political and economic development. Thus the present global system crisis has its own peculiarities and distinctive features associated with the processes of globalization, regional political and economic integration, global migration and more. The global financial and economic crises are not an isolated phenomenon, but they are a part of many crises that interact and intensify the action of each other (world governing, economic, environmental, demographic, migration, security, energy, etc.). Crisis development was accelerated because of the collapse of the bipolar international system and intensification of globalization. Obviously, handling crisis development is possible to be achieved, provided the acquisition of the new international system a balance that would correspond properly to the character of global transformations. From this perspective, changes in social development have made the problem of international political consolidation a highly topical one as it is aimed at sustainable development of mankind. The problems and prospects of preserving US leadership in the post-bipolar international system are viewed. Post-bipolar international system is characterized by complexity, dynamism and unpredictability. This indicates that it will be increasingly difficult for the United States to control contemporary multi-level processes and rely on the support of the allies. It is proved that events in Ukraine affect the transformation of contemporary international order.
