Essay

The study discloses and substantiates the objective regularities and contradictions in the formation of the global anti-carbon policy, and the environmental imperativity of the formation of global system for motivation of the sustainable low-carbon development. Theoretical and methodological framework for synergetic implementation of the ecological imperative of globalization dominance in national and international systems and mechanisms for motivation of and investment in the sustainable low-carbon development is advanced. Shortcomings and counterproductive nature of national systems, and limited and conservative nature of international systems for motivation of and investment in the sustained low-carbon development, political dualism of budget subsidies to energy sector, and pseudo-ecological nature of fiscal mechanisms for motivating energy conversion of the economy are also substantiated. The conceptual theses of the author's institutional model for building up the global system for motivation of and investment in the sustained low-carbon development are formulated, including: global anti-carbon fund, global anti-carbon tax, international anti-carbon sanctions, comprehensive assessment of low-carbon priority of investment in national economies, multiplicative mechanism motivating energy conversion of private capital, project mechanisms for mutual financingthe low-carbon development.
