Essay

The philosophical conceptualization of the phenomenon of educational policy was carried out. The interpretation of educational policy is considered by the modern directions of the philosophy of education. The change of educational policy of trends is researched in the context of modern civilization processes, in particular, it is shown that human civilization enters the period of "new policy" in the field of education due to the impact of globalization and virtualization on the educational systems of all countries. It is determined that the main trend of modern educational policy is the commercialization of all aspects of education and training, which essentially delegitizes the principle of equal access to quality education, which in turn further actualizes the search for adequate responses of the world and national educational spaces by the main stakeholders i.e. the state, commercial structures and civil society. The principles of the effective Ukrainian educational policy of the future are proposed, so the main thing is the formation of the state educational policy of Ukraine on the basis of the Ukrainian national idea in the format of "Ukraine as keeper of harmony between Eastern and Western Europe", which should be based not only on the modern anthropological methodology, but also on the large-scale civilizational vision of the place of Ukraine and its citizens in the development of a planetary society. In addition, the important principles are the decentralization and liberalization of education at all levels, the formation of non-linear thinking of teachers, improving the efficiency of the educational system, improving the quality of education, taking into account modern civilization processes.
