The thesis is devoted to the thematization of the concept of «cultural practices» in the scientific discourse. The works, which analyse the conceptual-categorical apparatus of the object and subject of the research, are systematized. Cultural practices are defined as the subject-practical activity of a person, concerned the sphere of meanings of his/her social being and individual life. Therefore, the person thinks, represents and realizes it within the limits of his/her available personalized value-sense horizon.
The author pays attention to the comprehension of transformational processes in cultural practices in their global, glocal and local contexts. The author has identified the following main models of the transformations: political, informational, economic models, models of transformation of subjectivity and value transformation, model of transformation in art.
The processes of development, implementation and functioning of cultural practices in their global dimension are analysed. It has allowed the author to consider the globalization influence on the transformation of the general picture of the world. The experience of transformation of actual cultural practices for European space are analysed in the glocal context. The creation of the European cultural matrix, the development of the cultural landscape and architectonics belong to such cultural practices. The issue of the preservation of their local features is actualized. The globality of the researched practices is considered as the ability to protect political territories and economic boundaries, to expand the spheres of action of administrative-territorial units, sociocultural institutions, cultural development and tourist attractiveness.
In the research, the author has determined and analysed the main local particularities of the domestic cultural practices, which are based on the free choice of a person and manifested in traditions, mentality and the national idea. The analysis of the phenomena of the tradition and mentality has allowed us to state that determining the main tasks and priorities of the state policy in the field of culture we should take into account their local particularities. The role of local features of the cultural practices in the process of securing the man’s cultural needs is underlined.
The author's conception traces the modern way of the visual representation of functional components of the modern cultural-leisure spaces by the means of sociocultural mapping. The sociocultural mapping is considered as an effective communicative tool and as an informative information source for the popularization of the cultural services.

The author also pays attention to the analysis of the institutional practices, dealt with the securing the state’s cultural function. In addition, the special role and importance of different stakeholders of cultural life are defined. The theories of stakeholding are analysed, using various criteria such as primary and secondary values, groups of influence and levels of responsibility. Their content is revealed. The necessity of introducing the term "stakeholder of cultural transformations" into the conceptual-categorical apparatus of the national Applied Culturology is proved. The decisive roles of the state and the civil society institutions in the realization of the state’s cultural function, which is based on human solidarity, freedom of choice, creative initiatives, personal activity, interest and responsibility, are analysed.
The cultural-creative potential of the national cultural goods is considered. The organizational and legal practices, concerned their creation, implementation and popularization, are analysed. The cultural creative mission of the basic network of the cultural institutions is defined. Based on the factual material, the author has analysed the transformations of cultural practices in the individual cultural institutions and identified both its positive and negative trends. The conducted research has allowed finding out the effective cultural practices in the functioning of the studied institutions of culture and education. The decisive place among them belongs to the participation of the National Academy of Managerial Staff of Culture and Arts in the project of the European Tempus Program "Towards Trust in Quality Assurance Systems" 516935-TEMPUS-1-2011 -1-FITEMPUS-SMGR. Its results have been implemented in the process of securing the quality of cultural and artistic education in Ukraine.
