Essay

The thesis presents the theoretical generalization and provides the original approach to a new solution of a fundamental task which is substantiating the basic principles of the establishment and development of the system of public communications in public administration practice as a factor of the democratic development of modern Ukraine. It is found that in terms of theory the modern democratic state, in traditional-classic observation and understanding, leaks away the characteristics of the absolute subject of direct information influence on the dynamics of formation the basic principles of the national policy in all areas of society, while an individual and modern civil society institutions, leveling out the etatism principles, increasingly get rid of characteristics of the absolute object of information influence, which is typically for totalitarian and authoritarian states, and acquire the features of the active subject of influence on the state activities as a creation of society institutions, which is inherent in the principles of modern democratic state formation. In consiquence of the comparative analysis of the research descursive field the issues on enforcement of the citizen's rights to information and freedom of communications with the objective of ensuring his or her witnessing in administration of the state affairs as the constitutional and legal basis of the democratic society are emphasized. The broad interpretation of the scientific notion of "public communications", which is proposed to be described in a framework of categories as an integral part of the processes of modern democratic public administration on creation, access, exchange, storage and dissemination of public information among the authorities (state), citizens, civil society institutions, mass media, the primary objective of which is to ensure the constitutional right of every citizen to involvement in the process of formation and implementation of the national policy in all areas of society is substantiated. It is proved that the historical process of European civilizational development is a complicated configuration of coexisting or permanently alternating in time paradigms of public communications of the democratic state and on this basis, strategic priorities for Ukraine regarding to the formation of national policy in public communacations are determined. It is defined that at the present stage of the democratic state formation in Ukraine the issue on implementing the system of public communications is still almost unsolved at both institutional and legislational level, conceptual matrix model of the system of public communications of the modern democratic state is developed.
