Essay

The object is the transformational processes in the global financial system under the influence of globalization. The purpose is to reveal the theoretical foundations of the world financial order, to substantiate the key criteria and parameters of the formation of a new world financial order on the basis of the objective economic laws and institutional factors, a comprehensive study of its anti-crisis mechanisms and directions of institutionalization, as well as the definition of strategic priorities for the formation of the anti-crisis mechanism of Ukraine. Methods are dialectical; historical and logical; system-structural analysis; analysis and synthesis, quantitative and qualitative comparisons; expert estimates, forecast; regression analysis, in particular the least squares, linear and cubic splines. The results - formulated a new conceptual approach to the study of processes of financial globalization through the prism of the formation of a new world financial order, its substantive essence, nature and institutional format are theoretically substantiated, the effectiveness of the existing crisis mechanisms of the national and supranational levels is estimated, as well as strategic directions of development of an effective system of crisis financial management in Ukraine in the conditions of formation of a new world financial order. Novelty – for the first time: a conceptualized approach to the interpretation of the category "world financial order" has been made, which is understood to aim at convergence of interests of the countries system of institutionalized at the global level, rules, norms and transactions of the regulation of interstate financial relations, characterized hierarchically subordinated structure of countries according to the level of accumulation in them financial capital, the development of their national financial systems and the degree of influence on the adoption of management decisions in the field of global finance; it is proved that system determinants of the transformation of the world financial order are the development of information technologies and financial innovations, global financial crises, military-political conflicts and wars; the two-dimensional taxonomy of typologies of countries was developed; Forecasting of alternative variants of formation of a new world financial order using the methodology of scenario analysis in the context of the system of monitoring parameters; Improved: the methodology of research on crisis management in its global configuration based on the specificity of the element structure; theoretical approaches to the evaluation of the functioning of the institutes of global financial management functioning on the basis of which "bottlenecks" of their regulatory resource are established and the key directions of expansion of their functional powers are grounded; theoretical and analytical approaches to the substantiation of the concept of introduction of state digital cryptography in Ukraine; further developed: the interpretation of the concept of "crisis mechanism" as a system of purposeful legislative, economic, social and information measures of the state and supranational institutions to reduce the depth of cyclical fluctuations of the financial markets, stabilize it and prevent a deep structural imbalance between the financial and real spheres; scientific and theoretical approaches to the comprehensive description of the impact of the global economic crisis of 2008-2009 on the Ukrainian economy; the substantiation of the main directions of realization by Ukraine of effective crisis policy. Implemented in the activities of: The Committee on Financial policy and banking activities of the Verkhovna Rada of Ukraine, the Information and Communications Committee of the Verkhovna Rada of Ukraine, PJSC "Ukrainian Interbank Currency Exchange", the Ternopil Regional Council, the Department of Economic Development and Trade of the Ternopil Regional State Administration, the Office of City Strategic Development Ternopil City Council, as well as in the educational process of the Ternopil National Economic University.
