Essay

The dissertation explores the development of the Financial and legal science and education in the university centers of the Dnipro Ukraine from the beginning of the 19th century until 1914 in the light of the European scientific tradition. It is concluded that documentary sources, monographic studies and educational literature were the main sources that, on the one hand, contributed to the development of financial and legal science and education, and on the other hand, contained actual material for the reconstruction of the evolution of this scientific and educational sphere. The researcher concludes that in the first half of the nineteenth century the formation of financial and legal science and education took place in the process of development of the state economy of the Russian Empire. The financial and legal ideas of state officials of that period significantly influenced the formation and development of university financial, economic and legal science and education. A characteristic feature of the management of financial activities was the legal provision of financial and economic decisions. The preparation of Complete Collection of Laws and the Code of Laws of the Russian Empire under the authority of M.M. Speranskyi and M.A. Baludyanskyi contributed to the development of the national jurisprudence and the division of various areas of jurisprudence, including financial and legal. It is highlighted in the dissertation that state and public figures V.N. Karazin, D.M. Knyazhevych and A.O. Skalkovskyi made a significant contribution to the formation and development of financial, financial and legal science and education in the university centres of the Dnipro Ukraine in the first half of the XIX century. They played a significant role in the founding of Kharkiv and Novorosiysk universities, positively influenced the formation and development of regional historical science, statistics as the applied component of financial science and, in general, the development of financial, financial and legal education and science of the Dnipro Ukraine. The researcher found that fundamental innovations in the state administration and the legislative base in the Russian Empire in the nineteenth century actualized the necessity of qualitative training of future officials, which was carried out mainly through the study of law in universities and lyceums of legal status, at Kharkiv University and at the University of St. Volodymyr (Kyiv), as well as in the Richelieu Lyceum in Odesa and in the Lyceum of the Prince Bezborodko in Nizhyn. The formation in these educational institutions of financial, financial and legal science and education took place in close co-operation with the leading trends in the development of contemporary European science. The researcher found that the reforms of the 60's - early 80's of the nineteenth century in the Russian Empire led to the necessity of expanding the legal and regulatory framework for the regulation of the state financial system and the complication of the forms of financial activity of the state. The dissertation concludes that at the beginning of the twentieth century, the fundamental foundations of financial science and financial law science were laid. And the very scientific and educational activities of the professors of the Dnipro Ukraine (M.Kh. Bunge, I.I. Patlaevskyi, G.D. Sydorenko, M.M. Alekseyenko, S.I. Ilovayskyi and many others) became a significant contribution to the development of financial science and financial law as independent scientific areas in the last decades of the nineteenth – beginning of the twentieth century. The author of the research studied and summarized the scientific biographies of the professors of financial law that greatly enriched the economic, financial and legal science and education of that time, influenced further development of the science and became the founders of Kyiv School of Financial and Financial-Legal Science (M.Kh. Bunge), Novorosiysk (Odesa) School of Financial Law (I.I. Patlaevskyi and S.I. Ilovayskyi), Regional School of Financial Law of Kharkiv University (M.M. Alekseenko and his student P.P. Migulin). The researcher concluded that financial and legal education in the universities of the Dnipro Ukraine in the last third of the nineteenth – early twentieth century rapidly developed. Financial law was allocated as an independent educational course. The structure of the course and its consignation in the system of sciences was determined and the methods of research and categorical apparatus were formed.
