Essay

In dissertation we propose a new direction in the development of the theory of international economic relations, which is to develop the general civilization principles and the process of integration transformation of the regional labour migration policy at the stage of global transformations of the international labour market. In this context, the conceptual framework for regionalization of labour migration policy is substantiated through the identification of essential characteristics, a systematic study of objective prerequisites and the imperatives of the transformation of regional migration policy in the context of the formation of the global labour market. The models of the transformation of the regional policy of labour migration regulation in the modern world economy are proposed, the new conceptual approach to the study of the migration policy of regional integration groups has been determined, the econometric analysis of the effectiveness of the regional migration policy of the leading regional integration associations has been carried out, practical recommendations have been given for the strategy of improving migration policy in Ukraine under economic association with the European Union. It proposed to divide immigration policy into three types: a demand driven system, a supply-driven system, and synthetic immigration system. Demand-driven systems can operate through labour market testing, pre-certification of employers, and attestation. The key priority of supply-oriented systems is to focus on the destination country`s national interests and to maximize the positive effect of the large-scale attraction of migrants with high human capital rates. There is no common migration policy on labour migration within the framework of regional integration associations. At the same time, regional migration policy in some regions is made by means of the coordination of national migration policy at the regional level. The paper discusses an empirical examination of the impact of regional integration on the processes of international labour migration. For this purpose, the data from 16 regional integration organisations, accounting for more than 90% of the world’s immigration, were used. Despite different levels of integration, all regional organisations entered into separate agreements liberalising the movement of certain categories of workers. Our research has shown that the key factor determining the increase in the number of migrants is the economic growth in a host migrant region. On the other hand, the growth of the level of integration positively influences an inflow of immigrants, although this connection is not strong.
