Essay

The processes, patterns and trends in the development of international production networks are the object of the study. Its purpose is to uncover the theoretical principles of and develop a methodology for the systematic study of global imperatives in the development of international production networks, as well as to substantiate on this basis an integral scientific concept of localization of national production in non-raw material-oriented segments of international production networks. The methods include dialectical, historical, logical, and system-structural analysis of economic processes and phenomena; analysis and synthesis; regression analysis, in particular panel regression; comparative and statistical analysis; fuzzy clustering and classification using artificial intelligence; graphical and tabular interpretation. Improved theoretical, methodological and practical approaches to the study of global imperatives in the development of international production networks, distinguished by the identification of patterns and latest trends in their formation within the world economy, the genesis of the formation and transformation of these networks, as well as the determination of strategically favorable directions of socio-economic development of countries aimed to create conditions for the localization of national enterprises in more profitable segments of international production networks, are the results of the study. The novelty of the study is in the identification of regularities, patterns and trends in the formation of production networks within the world economy as an element of analysis and conceptualization of the their phenomena. The global imperatives of the development of international production networks have been identified, and a methodological approach to the analysis of changes and conditions of identifying these networks is substantiated. The regularities in the development of international production are systematized through the identification of territorial and sectoral features of its fragmentation. The conceptual approach to the identification of conditions for the formation of international production networks in the world's economic system, based on the use of methodological evaluation tools implemented via a system of markers for determining these conditions, is substantiated. The categorical-conceptual structure within the methodological scope of research, the scientific and theoretical approaches to the formation of international production networks based on the substantiation of differences between the concepts of a "global value chain" and an "international production network", the theoretical and methodological approaches to determining the role of the state in shaping the conditions for the development of international production networks considering the identification of the main challenges of our time, and the conceptual provisions regarding the localization of Ukrainian enterprises in non-raw material segments of international production networks on the grounds of a complex analysis of the state policy for increasing gross value added, are all improved upon. The results were introduced to the Committee of the Verkhovna Rada of Ukraine on Industrial Policy and Entrepreneurship, the Association "Ukrainian National Committee of the International Chamber of Commerce" (ICC Ukraine), the Chamber of Commerce and Industry of Ukraine, "Ukrainian Paper" Ltd., "Alcoholic and Non-alcoholic Beverage Factory of Dnipro", and the Kyiv National University of Trade and Economics. Their area of application is the respective activity of the Committee on Economic Policy of the Verkhovna Rada of Ukraine and the Ministry of Economic Development and Trade of Ukraine.
