Kovalenko A. Strategic Planning of Sustainable Development of Ukraine: Nature Resource and Ecological Modernization Dimension

The object of the study is the process of sustainable development of Ukraine in the nature using and eco-modernization aspects. The purpose of the study is to develop and substantiate the theoretical and methodological foundations of strategic planning of sustainable development in the context of providing the rational nature using and effective ecological modernization in Ukraine. Achieving the purpose of the dissertation involves the use of a set of general scientific and special principles, methods and approaches at the empirical and theoretical levels of research, in particular: logical, dialectical, and concrete historical methods; abstraction, analysis and synthesis, deduction and induction; systematic (structural and functional analysis); comparative method and content analysis; formalization, graphic method, statistical analysis, economic and mathematical calculations and modeling. Scientific novelty: the essential features of the strategic planning category are formulated, the world experience of strategic planning is generalized. The problems of measurement of sustainable development are revealed, the concept of ecological modernization is presented. The essence and practice of planning, program-target and project approaches are generalized, the system and levels of strategic planning are researched. The spatial basis of strategic planning is explored. The conceptual directions and organizational aspects of the strategic planning system are developed and its institutional and hierarchical model is proposed. In the study an important scientific issue is solved – development and substantiation of theoretical and methodological principles of strategic planning of sustainable development in the context of providing effective nature using and ecological modernization in Ukraine. Its results are a significant contribution to the development of economic science, in particular, such as the economics of nature using and environmental protection, and provide the basis for institutional provision, as well as economic, organizational and managerial principles for the effective resolution of environmental and economic problems of sustainable development of society, the state and its regions, the formation and use of the potential of such development, the implementation of rational nature using, environmental protection, guarantee of natural resource, ecological, and natural and technogenic safety, carrying out ecological modernization on the basis of strategic planning.
