The dissertation is devoted to the solution of the scientific problem connected with the combination of economic, legal and informational provision of state management with the theory of security science for the development of conceptual, methodological and applied components of the mechanism of state administration for providing economic security in Ukraine.
In the dissertation, for the first time, a model was developed for providing information support for the implementation of the state management mechanism to ensure the economic security of the state by establishing a relationship between the components of the economic security of the state, the subjects of state administration, legal acts and sources of information used to calculate the impact of public administration on economic security of the state.
The methodological approach is elaborated to assess the impact of public administration on ensuring the economic security of the state by developing a combination of index, integral and expert approaches, which allows obtaining not only the level of economic security in the state, but also allows to establish the influence of state administration on the state of economic security on the basis of external and internal indicators.
Interrelations between the subjects of the state management of ensuring the economic security of the state are established through their systematization depending on the functions (planning, implementation, control); government instruments (standard and electronic) and methods of ensuring economic security.
The components of economic security of the state have been improved by referring to industrial, foreign economic, investment, macroeconomic and financial security, which became the basis for applying an integrated approach to assess the level of economic security in Ukraine.
A list of classifications of threats to economic security of the state is added, which, unlike the previous ones, includes their division into the following groups: depending on the subjects of state administration (caused by actions of the legislative, executive, judicial authorities), depending on the instruments of neutralization of threats (threats are neutralized by adopting legislative acts, regulatory documents and the use of economic instruments), depending on the way of responding to threats (the threats that managed to be prevented, the threats of the consequences which have to be eliminated).
The structure of the elements of ensuring the implementation of the mechanism of public administration through the isolation of legal, informational and economic provision is revised, which will facilitate the systematization of methods, tools and levers of influence of subjects on objects of management.
The type classification of the components of the state governance mechanism is improved through the introduction of a “safe-creating” mechanism, which, unlike the existing ones, envisages ensuring state security by balancing national interests and neutralizing the influence of external and internal threats on their development.
The proposals for making changes and additions to the normative and legal support of the state administration of the state’s economic security are given, which will help to eliminate contradictions between the normative acts and enhance the interaction between the entities providing economic security for the stable development of Ukraine.
