Essay

The thesis is devoted to the development and substantiation of the theoretical and methodological principles, methodological approaches and practical recommendations regarding the financial and economic development of higher education on the principles of pragmatism. Using cross-national analysis, the direction of financial and economic development of Ukrainian higher education in relation to continental and Atlantic educational models has been determined. The conceptual and terminological apparatus of the financial and economic development of higher education has been updated due to the definition of the concepts: "financial and economic development of higher education", "pragmatism of financial and economic development of higher education", "social functions of institutions of higher education", "solidary and subsidiary type of financial relations in the field of higher education". The consequences of reforming higher education in the context of the world and European phenomena have been systematized. The concept of financial and economic development of higher education on the principles of pragmatism has been substantiated and proposed. The methodology of financial and economic development of higher education concerning the use of the doctrine of pragmatism, which provides for the comprehensive and systematic consideration of the social functions of institutions of higher education, has been substantiated. The normative features of consumption of educational services regarding the format of consumer participation in the financial and economic development of higher education have been systematized. The content of the social functions of higher education institutions in relation to their role in the development of higher education has been specified. The mechanism of the state regulation of higher education has been developed due to the definition of the limits of the state authority in the field of higher education. The method of the estimation of person’s pragmatic choice of higher education, oriented towards the reference judgments of employers has been offered. The methodical approach to the assessment of educational pragmatism of higher education institutions, based on the implementation of the educational potential by the institutions, has been proposed. The methodical approach to quantifying the effectiveness of the state financial policy in the field of higher education, based on the implementation of the state order, has been developed. The list and content of subnational differences in higher education financing has been specified. The parameters of person’s choice of higher education on the basis of typing social and labor relations have been formed, which creates the necessary and sufficient conditions for person’s pragmatic choice of the future profession. The system of empirical evidence concerning the reform of the management of institutions of higher education, based on the implementation of educational potential as an integrated characteristic of the institution's pragmatism, has been presented. The financial support for the development of higher education, based on the effectiveness of the use of public financial resources, has been worked out and proposed. The methodical recommendations for rationalizing the professional orientation of people in the labor market in the context of business needs have been substantiated. The rules of higher education institutions management, focused on consumer preferences, have been defined. The expediency of the solidary and subsidiary type of financial relations of the state customer with suppliers and consumers of the educational services market has been proved. The methodical approach to the determination of expenses, taking into account the expenditure for servicing the state property has been offered as a guarantee of pragmatic development of higher education
