Essay

Object of study: state policy of national security in modern conditions. Objective: to develop the theoretical and methodological foundations of the environmental safety of the state as part of the system of state management of national security. Methods: a systematic approach; sociological method, hypothetical-deductive method, method of structural-functional analysis; comparative methods; statistical method; theoretical conceptual method. The results substantiate the theoretical and methodological foundations and practical proposals for improving the mechanisms of state management of environmental safety in a holistic manner at the main hierarchical levels of the global social ecosystem "humanity - nature - habitat", as well as the formation and implementation of environmental safety policy as part of a national security policy. Novelty: a new theoretical and methodological apparatus has been formulated, which corresponds to a complex management object - the global socio-ecosystem "humanity - nature - habitat", and contains a targeted generalization of the main elements of modern methodological knowledge, definitions of the basic concepts of "environmental safety" and "environmental management"; improved the formalization of theoretical and methodological developments and conceptual and constructive solutions to the problems of public management of environmental safety at the level of basic models, the methodological apparatus of which is adapted to the problem of managing such safety; the concept of a synergistic model of civilization development, according to which the human community, biological species and the environment as complex systems constantly interact and evolve as a result of bifurcation processes, etc. Implemented in the Sumy Regional State Administration, the Department of Public Communications of the Kyiv City State Administration, the Department of Public Utilities of the Kharkiv City Council, the National University of Civil Protection of Ukraine. Scopes: public authorities, local authorities.
