This dissertation offers a theoretical substantiation and solution of the topical scientific and applied problem - substantiation of optimization of the innovational activity in the health care system in Ukraine. The author has proved the imperfection of the innovational activity in the health care system in Ukraine. A retrospective analysis of the main means of scientific communication, which are information careers about innovative products to be implemented in the health care system (methodological recommendations, information letters, innovations, programs of science forums) has allowed identifying the main qualitative disadvantages of the existing system. Study of the branch normative base, regulating these issues, has revealed a good number of the contradictory and inaccurate standards, regulating these issues. The reason is the absence of the exacting requirements for the level of the evidence of scientific products; indeterminacy of the legal status of the Register for the field innovations; lack of coordination between prognosticated expected need for innovation products and placing order for its development. In the matter of provision of innovation production information for the users and management of this activity, the possibilities of modern information technologies remain unused. The results obtained in this dissertation have been the development of the optimized organizational-functional structure of the innovational activity in the health care system of Ukraine based on the fundamental management laws, with a consideration of establishing feedbacks among various links of the innovation process and meeting the principles of making the diversified information systems that meet the principles of construction of the broad/diversified information systems, thus permitting to use automated processing of large volume of data. This allows objectify the processes of taking managerial solutions, such as when working with budget funds. By results of expert's assessments, the proposed optimized system of innovational activity meets the international principles of construction of the information systems that has been confirmed by the statistically significant coefficient of concordation level (W=0,84; p=0,005). Based on the obtained data of this dissertation work, the Health Care Ministry and the National Academy of Medical Sciences of Ukraine have developed and issued the joint resolutions and methodological recommendations, regulating innovation and research activities. The system of evaluation of the quality of basic means of scientific communication has been introduced, in which the indicators proposed by the author are used. This led to a statistically significant (p<0.05) increase in the adequacy of the innovation product in the therapeutic direction by 63%, in the surgical direction by 94%, and in the pediatric direction by 56±12.5 % of the evidence-based medicine principles. A start has been made on the annual edition of the single peer-reviewed compilation of innovational production which is meant for the use in the sphere of health care system and contains all results of scientific activity of the higher medical institutions and research institutes for a calendar year. Modern requirements to the organization and holding of the scientific medical forums have been set up.
