The object of the research is the process of public administration of the health care sector of Ukraine. The subject of the study is the interaction of mechanisms of public administration in systemic changes in the health care sector of Ukraine. Methods of study - abstraction; factor analysis; terminological analysis; comparative-comparative method; typing method; modeling method and hypothetical-deductive; empirical - observation, generalization and measurement; mathematical statistics - quantitative analysis, inertization of data of research, creatrial analysis. The practical significance of the results obtained is that the proposed directions of improvement of state mechanisms in the field of health care of the country based on the introduction of a systematic approach to the concept of systemic transformation of public health management mechanisms in Ukraine; in the developed cluster model of management of health protection of a healthy and working population, envisaging interaction of components of social protection of the population, organization of medical, ecological and sanitary-hygienic protection of the population, organization of work; developed methods for assessing the mechanisms of state administration of medical institutions in the context of systemic changes in the healthcare sector of Ukraine, which contains a set of procedures and rules governing the interaction of partners in the health market of the country. The guidelines formulated in the study in the form of applied recommendations are used in the practical work of national, regional and local authorities and local self-government, in the educational process in the training of specialists in the field. For the first time, the functions of public administration (socially-oriented, organizational-stabilizing, financial-economic, motivational, informational, educational-scientific), the structure of mechanisms of state management of systemic changes in the sphere of public health of Ukraine (socio-political, normative-legal, financial-economic, organizational, motivational, informative-communicative, educational, scientific-methodical), taking into account the levers of state-management influence on system changes, which include: means, and tools, methods (administrative, economic, social, social-psychological), procedures; The concept of systemic transformation of public health management mechanisms in Ukraine is substantiated theoretically, in which the principles (decentralization, demonopolization, democratization, self-regulation, autonomization, intensification, liberalization), means (optimization of functions, change of ownership, sectoral management reform, improvement of regional governance, financial reform, scientific organization of industrial relations, change of bureaucratic deformed state administration), mechanisms of transformation, directional no implementation of the basic functions of the state in health care - the preservation and promotion of health, prolongation of life and activity and capacity of citizens; the concept of "the effect of competition in the healthcare system" is introduced to the scientific treatment, which is considered as a mechanism of state-management influence based on values ??(human health) and result-oriented - qualitative medical service or rendered assistance received in the calculation for each invested hryvnia; the cluster model of mechanisms of public health protection of a healthy and working population of Ukraine is developed, which envisages the interaction of a combination of components of social protection of the population, organization of medical protection of the population, ecological and sanitary-hygienic protection of the population, organization of work and employment of the population; the methodology of assessing the mechanisms of state management of medical institutions in the conditions of systemic changes in the health care sector of Ukraine through a set of procedures and rules regulating the interaction of partners in the health market of Ukraine; - the functions of public administration (socially-oriented, organizational-stabilizing, financial-economic, motivational, informational, educational-scientific), the structure of mechanisms of state management of system changes in the sphere of public health of Ukraine (socio-political, normative-legal, financial-economic, organizational, motivational, informative-communicative, educational, scientific-methodical), taking into account the levers of state-management influence on system changes, which include: means, tools like Ents resides methods (administrative, economic, social, socio-psychological) procedures; the systemic approach to the definition of the principles of system transformations in public administration has been improved, which provides an assessment of the effectiveness of the medical establishment through improved competition in the market of medical services. Further development of the theoretical aspects of public health management mechanisms and its conceptual categorical apparatus has been further developed by completing definitions of such concepts as "public administration of systemic changes in the field of health care"
