Blyznyuk A. Mechanisms of state regulation of development of recreational sphere in Ukraine.

The dissertation is devoted to substantiation of theoretical and methodological foundations and practical proposals on formation of mechanisms of state regulation of development of recreational sphere in Ukraine. Theoretical provisions on mechanisms of state regulation of the recreational sphere are systematized and the historical preconditions and stages of their formation are investigated. He got further development of the conceptual-categorical apparatus of the theory of public administration by clarifying the content of the concept of "mechanisms of state regulation of the development of the recreational sphere", which represent a complex system of fundamentally new approaches, forms, methods, techniques, tools and means of organizing administrative processes by which on the basis of the parity of interests of the state, business entities and consumers of recreational services, purposeful state influence on the development of the recreational sphere is carried out and. Foreign experience of functioning of state mechanisms of regulation of development of recreational sphere is generalized and prospects of adaptation to the Ukrainian realities of the best world experience concerning mechanisms of state support of development of the recreation industry in the directions are proved: provision of subsidies to the population for payment of recreational services; creation of a union of recreational zones; organization of advertising campaign of recreational regions; activating the development of the recreational cluster; introduction of incentive mechanisms for recreationists to constantly improve the quality of recreational services. The basic provisions of the organization of state regulation of the development of the recreational sphere are outlined and the methodological approach to the evaluation of the effectiveness of its development is outlined. Approaches to the formation of conceptual and holistic mechanisms of state regulation by the development of the recreational sphere of Ukraine have been developed, which contain the following elements: improvement of the legal framework; modernization of the financial and budgetary mechanism; implementation of the strategic planning process; harmonization of program and forecasting activities; formation of a comprehensive, integrated information support system; rationalization of the investment mechanism; harmonization of interests of the state and business; reconstruction of the infrastructure complex. Methodological approaches to the formation of a strategy for the development of the recreational sphere, which take into account the complex interaction of mechanisms of state regulation in this area, are proposed and include: creation and support of recreational clusters; development of public-private partnership; implementation of interregional cooperation in the recreational sphere; eGovernment optimization; increasing transparency and openness of public administration; implementation of program-strategic, planning and forecast documents regarding the recreational industry; strengthening of innovation and investment policy and its differentiation between regions. The efficiency and effectiveness of the current state of the institutional support of the mechanisms of state regulation of the development of the recreational sphere are analyzed. The ways of optimization of the organizational mechanism of state regulation of the development of the recreational sphere are outlined, which envisages: a clear division of powers in the recreational sphere at all levels; improving the system of training and qualification of specialists who are responsible for the development of recreation; creation of a unified system of control, analysis and expertise; creation of multidisciplinary recreation centers; localization of health-improving sanatorium-resort establishments and centers as mono-functional recreational territories; prioritizing the development of services and improving the comfort of existing recreational facilities; creation of free economic zones of recreational profile; creation of a new system of type of Unified Register of recreational agencies. Conceptual provisions on balancing the tools of state regulation of the development of the recreational sphere in the process of transformational changes of Ukraine have been developed. The ways of improving the quality and effectiveness of the mechanisms of state regulation of the development of the national recreational sphere have been determined.
