The thesis presents theoretical and experimental study of the development of civil servants' professional communication culture in the system of continuous education. The essence of civil servants' professional communication culture has theoretically been defined, functional components of civil servants' professional communication culture and their constructs have been identified. There have been grounded an activity-based and acmeological approach to developing civil servants' professional communication culture; the author has elaborated its original scientific provisions, identified psychological conditions and mechanisms of functional components development of civil servants' professional communication culture in the system of continuous education. A comprehensive psychodiagnostic methodology "Civil servants' professional communication culture" has been developed and psychometrically tested. There have been empirically investigated the content and the dynamics of civil servants' professional communication culture, identified the current needs and peculiarities of developing functional and structural components of civil servants' professional communication culture with different professional experience. The paper presents the technology of developing civil servants' professional communication culture at the stages of their pre-service training, basic training and advanced training, there have been proven its effectiveness and feasibility of introducing it into a system of civil servants' continuous education.
