The thesis generalizes the theoretical generalization and scientific substantiation of the process of genesis of national and non-Ukrainian state entities in the territory of Ukraine by means of a historiographical analysis of the mechanisms of governance and the system of causation and effect relationships between political communities, the elucidation of peculiarities of mutual influence between different systems of practice, on the use of historical lessons of state formation in organizing the activities of modern state bodies government, in public activity, in the work of educational and research institutions. As a result of a comparative-historical study of the evolution of state entities in the Ukrainian ethnic territories, the thesis of their succession and heredity is proved, the idea of the decisive role of constructive cooperation of the supreme and local authorities in building an effective administrative apparatus is substantiated; the comparative characteristics of the features of the Eastern and Western civilizational influence are made, the importance of social doctrines in governance is emphasized; the historical praxeological lessons of each state formation for further national construction are defined. The main historical concepts and theories are systematized, which consider the conditional national model of government as a separate model of an autochthonous system with the characteristic of special forms of government, the peculiarities of metropolitan influence on the processes and mechanisms of governance in Ukrainian ethnic lands, the formation of the geopolitical status of these lands, their political history and modernity. The traditions of self-government and public participation in government are described, the theory of complementarity to local authorities is proved; scientific hypotheses and concepts have been elaborated to emphasize the importance of the content and means of implementing centripetal and centrifugal policies for the power conflicts solution. Contribution to the formation of official science: systematized primary sources and content material of related sciences, separated thematic information from the content of history and ancillary historical disciplines; the chronology of the genesis of the state entities was drawn up, a glossary of the studied subject field was drawn up, the definitions were expanded, the conceptual and semantic formulation of the history of governance was conducted, and the methodology of special researches was worked out: in the system of common interdisciplinary methods the specific arsenals of scientific arsenals were determined. The conceptual foundations of the modernization of the national system of public administration, based on the implementation of the European experience while preserving national aspects and the use of historical lessons of state construction in modern practical governance, in the implementation of public and educational projects are offered in the research.
