The dissertation contains scientific theses and own scientifically proved theoretical results of the author’s researches and reveals the conceptual foundations of modern Ukrainian information policy’s formation and its future trends.It is a comprehensive study aimed at solving of theoretically-ontological and methodological problems related to social processes and relations in the information sphere of the state, their democratization and optimization, regularities, peculiarities of forming and realization, trends in development of the state information policy and its particular constituents.
Basic theoretical and applied aspects of the modern Ukrainian information policy’s research in scientific discourse are colligated in the thesis, core researchers’ approaches concerning subsequent development of this public administration’s sphere are characterized here, based on comparative analysis of the state information policy’s fundamentals, covered by the philological, philosophical, historical, technical, economic, political, juridical and public-administrative fields of science.The main problems related to forming and realization of the state information policy in different historical periods of its development are outlined, the modern condition and activity directions of public authorities concerning Ukrainian information sphere are described.
Problems of state information policy and institutional environment for its forming and realization are considered.The problem of institutional approach’s improving in the system of public administration in this sphere is actualized, namely related to scientific rethinking of the essence and role of corresponding processes and phenomena. Future trends and ways of providing the citizens with precise, complete and reliable information of public interest are determined.The main features and conceptual foundations for the state information policy-making in crisis situations are described, the methods and ways of overcoming the consequences caused by these negative phenomena are proposed.
Essence of the freedom of access to information of public interest’s concept is revealed. Its genesis is characterized, beginning from the first attempts of legal standardization regarding freedom of expression and press, completing with the current trends in providing access to public information.Its influence on the status and development of social relations in the information sphere of the state is pointed out.Based on historical data an overview of approaches to organizing and providing access to information of public interest is described.Essence and meaning of the freedom of access to information’s concept, embodied in transparency and openness of public authorities’ activities, are revealed. Influence of historical preconditions on the status and development of the freedom of access to information’s concept in the modern world is highlighted.Taking into account the sector’s specifics, the main problems related to invocation of special legislation in the information sphere of Ukraine are identified.
Experience of the European Union, RF and the USA regarding forming and realization of the state information policy is explored.Future trends of advanced foreign experience’s adaptation to the Ukrainian conditions are indicated.
Appearance of information fatigue syndrome, which arises as a result of constant information overload under conditions of the modern globalized world’s development and is considered as one of the negative consequences of general digitalization, including public administration, caused by the newest social reality, is described.The concept of information culture under modern conditions of Ukrainian society’s development as a scientific and theoretical problem is explored. Normative-legal regulation of providing access to public information for Ukrainian citizens related to morality and information ethics is analyzed.The concept of information ecology as one of the priorities of the state information policy is accentuated, general vision of this phenomenon as an interdisciplinary approach to the specificity of information’s influence on social systems and social institutions under modern conditions of society’s development is formed.
Theoretically-methodological and applied aspects of the open data concept’s implementation by public authorities in Ukraine under transformational conditions of general digitalization, digital society elements’ forming and approaching the work standards in the era of digital economy are highlighted.The problems of defamation’s promulgation and dissemination in the public sphere of Ukraine as a negative phenomenon inherent to the modern stage of social development are explored.It is pointed out that the modern state represented by public authorities and their public officials is able to withstand negative manifestations and consequences of defamation in the public sphere by effective and optimally organized information policy in Ukraine.
