Essay

Object of study: state management of the development of vocational education. Methods: comparative analysis method; analysis and synthesis method; historical and logical approaches; hypothetical-deductive and axiomatic methods of cognition; sociological and categorical methods; system analytical method; determinant analysis method; empirical comparison method; expert survey method; cluster analysis; comparative descriptive method; structural and functional analysis; heuristic method; program-targeted and indicative planning, as well as other general scientific, special and specifically scientific methods of scientific knowledge. Results: an urgent scientific problem in the public administration area was solved with respect to the theoretical and methodological substantiation and development of practical recommendations for the development and implementation of public administration mechanisms for vocational education. Novelty: the concept of modernizing the mechanisms of public administration of vocational education is proposed; structured regional information system for forecasting the development of vocational education; a model for the formation of industrial training, scientific and industrial clusters based on a classified set of system-forming criteria has been developed; Improved: substantiation of the content of the methodology for constructing an integrated mechanism of public administration of vocational education; methodological approach to enhancing the development of the structural policy of vocational education in Ukraine; a practice-oriented approach to improving the administrative and organizational mechanism of public administration of vocational education due to the redistribution of powers between executive bodies; were further developed: targets for the development strategy of vocational education; directions for creating innovative educational, scientific, industrial and financial complexes through the formation of a single organizational structure; substantial-categorical base of science "Public Administration" by clarifying the essence of the concepts of "public administration of vocational education" as a targeted, organizing influence of public administration entities on its object through scientifically sound formation and effective implementation of the relevant mechanisms.
