The paper presents theoretical substantiation and solution of the scientific problem, which consists in formation of the conceptual bases of system genesis as paradigm of public administration activities. The theoretical and methodological foundations of system genesis as a paradigm of public administration activities have been formed through: substantiation of the paradigm of system genesis of public administration activities; determination of principles of public administration activities in system genesis; development of a model of system genesis of public administration activities.
It is substantiated that the object of the system genesis of public administration activities is the system of public administration, namely the processes, states, preconditions for its emergence, mechanisms, methods, resources and ways of ensuring public administration activities. The prerequisite for the emergence of system genesis as a paradigm of public administration activities is the need to form a new type of social relations in order to achieve the tasks and fulfill the functions of the state.
It is suggested solving the aforementioned scientific problem by conceptualizing system genesis as a paradigm of public administration activities through the interconnections of constituent elements of the system of public administration, the choice of forming criteria of system genesis as a paradigm of public administration activities, the formation of determining factors of the development and functioning of systemic structures in the sphere of public administration. The paradigm of system genesis is applied to all elements of the system of public administration, so the administrative, psychological, and social aspects of the implementation of public administration activities are distinguished.
To address the issue of public administration, its main systemic components have been distinguished, such as: the organizational and legal system of public administration; functional and competence system of public administration activities; institutional system of public administration activities; psychological system of public administration activities. The system genesis development of certain components of public administration activities on the basis of system genesis paradigm, among which the functional and competence component of public administration activities, social and psychological competence, development of personal competences, development of public servants training, communicative component of public administration activities, are determined.
It has been found out that system genesis development of public administration activities is implemented through organizational, regulatory and controlling influences of public authorities, using various methods of public administration (political, economic, social, humanitarian, regulation, program-target management, etc.) and the whole spectrum of its mechanisms (practical measures, tools, levers, incentives, by means of which public authorities influence any public relations in order to achieve their goals). Its implementation is influenced by numerous political, economic, social and humanitarian factors. The most widespread mechanisms of realization of public administration activities are determined, among which there are legal, organizational and resource (financial, logistical, personnel, informational). The conducted systemic and situational analysis revealed the system genesis factors of the formation and development of public administration activities in the context of European integration of Ukraine, which identified a number of significant areas for its improvement and allowed to formulate appropriate general and specific proposals.
The position that staffing of public administration exerts a formative influence on the system genesis of public administration activities is substantiated. That is, in the context of state governance, human resources as a necessary condition for the implementation of public administration activities has a direct impact on system genesis as the development of public administration activities in Ukraine. The study of foreign experience of public administration personnel revealed possible directions of system genesis as a process of national public administration development, which will help to form an effective system of personnel support and overcome the negative tendencies in our country to take into account the peculiarities of national society. Human resources of public administration is defined as one of the shaping factors of the system genesis of public administration activities. The direct dependence of the efficiency and effectiveness of the public administration activities on its personnel potential is substantiated.
